False: Roberto Heras won the Vuelta a Espana three times. Roberto originally won the 2005 Vuelta a Espana, making four, but two months later test results came back positive for EPO. He was then disqualified and Denis Menchov was announced winner of the 2005 Vuelta a Espana. To date the official Vuelta results lists Denis Menchov as the 2005 winner.
